Touch ID does not lock...it will however unlock. Maybe you can say more.

There are a few instances where Touch ID will not be accepted by macOS:

• If you restarted your Mac, or if you're not logged into your user account.

• If you have not unlocked your Mac for 48 hours.

• If you are trying to unlock Security & Privacy

• If you are trying to unlock Users & Groups Settings (when FileVault is on)

• If 5 wrong fingerprint attempts

Classical question/reply of someone who never discovered that feature in the first place:

Instead of just "touch"ing the touch id button, you can also press it until you will feel the click.

And if you press it the "right" way, it will lock the screen.

For me, finding the "right" way just got harder with 14.4.1 (press longer but not too long), but it still works.

Apple tells you that from time-to-time, touch-id will not be good enough and you will need to supply your password as well. Immediately after software update is a classic example of "one of those times".
