USB accessories using too much power on MacBook Pro

I plugged in a 2014 LG slim DVD writer (using a usb to usb-c hub) and I get a notification stating, "USB Accessories Disabled: Unplug the accessory using too much power to re-enable USB devices. It then cuts off power to the writer. Is it possible that it's the hub or writer because of the age?
