debit card is declined in adding money to apple pay, but my bank says it's all set up fine

I added my debit card (US) to my apple pay wallet. I tried to use it to add cash to my Apple Cash account, but the card keeps being declined. I called my bank and they said the debit card works for Apple Pay and that they can see it is set up with Apple Pay. Why does Apple Cash card continue to decline the debit card? What's the solution?

Is it a business account or personal account? Apple Cash is a personal account and cannot be used for business transactions. Apple Cash is a service that’s administered by Green Dot Bank. Contact an Apple Cash Specialist at Green Dot Bank by calling (877)-233-8552 or by calling 1-800-MY-APPLE
