Is There a Way To Force Read/Write Permissions on Subfolders

I am on my "hard drive" and in my personal user folders. I am able able to change the read/write permissions for "Staff" and "Everyone". But Even after doing that the Add Folder Button is not enabled. What am I doing wrong? I can delete files and folders but cannot add a folder

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts

• Deletes font caches, kernel cache, and other system cache files

NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

You can apply permissions to all "enclosed" folders & files (aka subfolders). After you make your changes to the top level fold, click the little button in the lower left corner of the GetInfo window (in your screenshot it's the circle enclosing 3 dots with a down arrow next to it). That will allow you to enable the option to apply the changes to all the enclosed folders & files.

Note that this only applies to the currently selected top folder & its subfolders. The option must be selected each time you want to apply permissions to a folder & its subfolders at the same time. Also note that there is no "undo" to this action.

I would not advise changing permissions on "everything" under a home folder (Macintosh HD/users/myhomefolder). Nor on the home folder itself.

Among other things, there is a hidden ~/Library folder where macOS and various apps store many associated files; blindly changing permissions on them could cause problems. There are also the standard Desktop, Downloads, Documents, Pictures, Movies & Music folders that are special to the system.

I would limit changing permissions to only those data folders & files that I created myself.
