My husband’s health data shows up on my health summary even though his watch is not paired to my phone. I think it’s because we are on the same cloud. How do I separate this?

A lot of similar things happen when two people share an Apple ID. They are not meant to share. One of you should get a different Apple ID. If you then turn on Family Sharing you can share apps and backup space in iCloud and at the same time avoid the problem you are asking about.
Try opening the Health App and go to the center (Sharing) tab.
You should see anyone there that sharing is enabled for.
Same with husband's iPhone...
See if that is setup to start.
