OK. This link from Apple explains what to do if you didn't have the option to unpair your watch from your previous iPhone, so you can then pair it with a new iPhone --> How to pair your Apple Watch with a new iPhone - Apple Support
Follow the directions lower in the link entitled "If you don't have your old iPhone."

Oh, you were the original iPhone’s owner! I missed that while lobsterghost1 got it right. The article linked above explains how to proceed if you no longer have the iPhone that the Apple Watch had been paired to.
Regarding a verification code:

MY Apple Watch was connected to MY apple iPhone11 then someone stole it & now I can’t link the Apple Watch to MY new iPhone 15 Max Pro. I’ve done everything Apple support told me to. Now my Apple watch is asking me to put in an iCloud verification code.
This Apple Watch is Activation Locked. Without the original owner’s assistance it will remain useless forever.
