Cannot delete and reinstall app on iPhone

I tried to delete an app(and yes I pressed delete app,not remove from Home Screen) and instead of disappearing it turned into a box of lines through it with the app name still visible. I cannot open it from there, and when i went to App Store to redownload it, it only says “Open” and I cannot open it from the App Store either. I have force restarted my phone twice and tried to look in the storage to delete it(it doesn’t appear there).

I've thought a little bit more about this situation. As an iPhone 6S was discontinued in 2018 it's possible it may no longer be able to run the newest version of your diabetes APP. You should try contacting the diabetes APP developer for support. They maybe be able to guide you on what phones are compatible or incompatible.

I did check the compatibility and Dexcom states compatibility with any iOS above 13, and mine is running 15.8. I put in a call to them today and I am waiting for a call back. However this still seems to be an iOS issue, not an app issue. I cannot open the app, but I can hold it and “delete” it, however the App Store doesn’t register that it’s deleted so I cannot redownload it, and then if I shut down or force restart my phone, the app appears again and I cannot open it. This cycle can just keep repeating too.
