It sounds as if you may have Theatre Mode enabled. Open the Control Center by tapping the flat oval button next to the Digital Crown. Look for the icon with the two masks on it. If it's illuminated (yellow), tap on it to turn it off.

Use Control Center on Apple Watch Ultra - Apple Support (AM)
Open Watch app.
Goto Display & Brightness.
Click on "Wake on Wrist Raise".
If that alone doesn't work, try turning it off/on using the right side button.
