How can I recover data from a broken iPhone to a replacement iPhone?

That will not work. You will require two working iPhones to transfer data from one to the other. If you have a backup created from the iPhone before it was broken, then you can restore your replacement iPhone from that backup. If there is no backup file created, then you can look into getting the broken iPhone repaired and then conduct the transfer (if possible).
