how do i synchronize passcodes for multiple devices

i need to synchronize my apple watch, ipad and iphone....can someone help before I get locked out of my ipad AGAIN!

Your device Passcodes are fully independent.

While you can manually set the device Passcodes to be the same on each of your devices, they cannot be automatically synchronised via iCloud.

If you’re really on an iPad mini running iOS 9 as per the footer, it is possible the display or touchscreen hardware is failing.
