Videos Blurry Sending From iPhone 12 to iPhone 15

I received a video from an iPhone 12 to my iPhone 15. The video is blurry but when viewing the video on the iPhone 12 (where it's sent from) it is not blurry and the video looks fine. The video has been re-sent with and without wifi, added to a shared album and AirDropping the photo. None have worked.

"Low quality image mode" is NOT on for either of us.
