In the fist screenshot there is no lock icon on top and at the bottom it says Swipe up to open.
That is the stage to change Wallpaper. If you touch and firmly press does not work then you have not unlocked it yet. Do not swipe up and open the iPhone. Simply use your Face ID and unlock it.
