If this is an Intel Mac, then try an SMC Reset (read the directions carefully since the procedure has changed over the years).
Let the battery charge overnight to see if it will charge the battery & allow the laptop to power on.
Disconnect all external devices so they don't take power away from the laptop & battery.
Make sure to connect the charger directly to the laptop since adapters/docks/hubs may not allow the full power of the charger to reach the laptop.
Unfortunately you should never let a Lithium battery become completely discharged for too long or it can permanently damage the battery. Also, when a Lithium battery becomes completely discharged it can cause the laptop to get into a weird state where the laptop won't power on because the battery won't charge....the power gets stuck trying to charge the battery with none of the power getting to the main circuits.
Otherwise you will need to have Apple or an Apple Authorized Service Provider examine the laptop. Sometimes a tech can disconnect the battery, then connect the charger to power on the laptop followed by reconnecting the battery while the laptop is powered on.....making sure to leave the laptop like this long enough to let the battery charge to at least 10% or the battery will become permanently damaged. I'm not sure Apple will do this, but an AASP tech may do it if you ask them to try. Unfortunately with the USB-C Macs, I'm not sure if this trick will still work.
