RAW is a generic term that refers to unprocessed image data captured directly from the Camera image sensor. Different Camera manufacturers RAW formats differ. It follows that the camera that took the photograph will be able to display the image - but other devices must have explicit support for the explicit image format.

If native photo editing tools don't meet your needs, you may find that some Apps support a wider range of RAW formats. Perhaps consider Stratopherix FileBrowser - Document Manager, or its “pro version” FileBrowser Professional:
