I have an iPad M4 2TB and I’m working with a RAW photo. I cleaned it up in Apple Photos on the iPad using the Clean Up tool. I’m trying to either cut/paste/move, whatever that revised file (not original) over to an SD Card. Whenever I do that, it changes the file to a .jpg file. I am not finding any way to move the edited RAW image over to the SD Card. Is there any way to do this?

No. All edits are made on jpeg versions of the image and saved as such. This leaves the RAW file untouched as a digital negative.
The original picture file is not changed. When you edit a picture, it is no longer RAW, so the edited picture is saved as jpg.
