Can't remove any devices from my iCloud list of devices

I'm trying to remove my old HomePod Mini and my old Apple Watch from my iCloud devices list on iOS but I keep getting the error "[name of device] could not be removed because of an error. Try again later." I've also tried with an iMac and that also showed me the same error. Only removing a MacBook Pro I no longer own worked.

The home in the home app that the HomePod Mini was part of was deleted, the Apple Watch is unpaired, there is no macOS installed on the iMac because the drive is defective.

What can be the cause of this and how can I make sure the device serial numbers are no longer tied to my Apple ID so new owners of them don't run into trouble during setup?

In addition I've logged into the list of devices at https://appleid.apple.com/account/manage/section/devices in a browser, and there the error when trying to remove these devices is "This action could not be completed because of an error. 500"

I have the same issue. I have to guess that it is because of one of 2 reasons...

1) Upgrade to the new iOS 17.4.1

2) Enabling Recovery Key

I think this because I have several Apple IDs and devices, and the ones I have not updated or enabled recovery key allow me to remove old devices.

I would test more, but I do not have the time.
