All of the photo book apps online that I can find use jpg photos. But my photos app uses heic. How can I efficiently convert many photos to jpg so I can create a photo book?

You may want to collect the photos for your book in an album in Photos.
Then select all photos in the album with ⌘A and export them to a folder on your Desktop with "File > Export > Export .. photos". When exporting, select the JPEG format at a high quality.
