I finally bought more storage in the icloud and logged into icloud and there are no photos. My iphone was backed up and my photo library was on but there are zero photos when I log into my icloud. Any help would be greatly appreciated.

There is a difference between iCloud Backup and iCloud Photos.
You cannot view the contents of iCloud Backup and iCloud.com. You can view iCloud Photos at iCloud.com.

Not that the first sync may take a long time (days if you have a lot of photos).
