How to cleanly reinstall Music and all the internal files while clearing out the old iTunes crud?

Apple user since 1996, I've not been thrilled with my user experience (300GB music library) since Apple decided iTunes was to be pushed into Apple Mu$ic. Countless hours were spent repairing the wonky transfer of content from the music library to iPhones.
I want to start afresh, manually reimporting each current digital audio file and artwork into the new Music library to ensure it's done right.
I use an external hard drive for the music tracks. It's backed up every month to another hard drive.
I'll never be a user of the Apple Mu$ic streaming service.
