is there an app to method to get windows outlook calendar to sync on my iPhone 13?

You can add an Outlook Calendar to the iOS Mail app and sync with Microsoft server similar to your Windows laptop.
These do not sync between devices. Photos, Notes, emails, Reminders, Messages, etc.
