Not really. If you did have to use Satellite, your phone company would not be able to know this. As satellite calls require you to be entirely off grid with no connection to your service provider.

No. and you call and text emergency services, not other people.
Also, currently its free. It costs nothing at this time. And when it comes time for it to cost something, it will be a subscription charged by Apple, not your carrier.
The SOS service has absolutely nothing to do with your carrier. Unless you somehow used a satellite service provided by your carrier instead of Apple's SOS service.
