I changed phone carriers a few days ago (I use an iPhone 13) and now my Google icon is “wiggling” or shaking and it displays a minus symbol as if I could delete it. I cannot delete it, stop it’s movement, or open Google using that icon. Does anyone know what to do to fix this?

Just the Google app? That's weird, that movement means you're in 'edit mode' on your Home Screen (move apps around, delete/remove them, etc.).
I'd try restarting your phone, and force restarting if that doesn't work. To force restart, press and very quickly release the volume up button, press and very quickly release the volume down button, then press and hold the side button for about twenty seconds. When the Apple logo appears, release the button. The timing is a little tricky, so try it a few times.
