How can I tell Maps I prefer a scenic route?

There is no specific option for a "scenic route". When getting directions, you have the option of choosing the type of travel. If you select Driving, you can opt to avoid tolls and highways, which might get you something more scenic. Or, just a lot of strip malls.
This sounds like a great thing to suggest to Apple:
