Why isn’t Voiceover speaking notifications on the Lock Screen?

VoiceOver on my iPhone used to narrate notifications as they appear while my phone is locked but it hasn’t been doing that in quite some time and I don’t know why. Under the verbosity menu in VoiceOver settings, I have it set to always speak notifications on the Lock Screen but it suddenly stopped working without me changing any other settings and I don’t know how to fix it. I’m at a loss and I need help to fix this because this feature has been a godsend when I’m working and can’t check my notifications each time I get a new one.
