Yes, it does, you just need to adjust the settings. Make sure the Character Viewer is fuily expanded by clicking the square in the top right corner. Then click the circle with 3 dots in the top left corner and choose Customize List and then check the box for phonetic alphabet.

You could make text replacements for the ones you need:

Or you could create a custom version of your normal keyboard that has these added on keys you don't normally use

As mentioned earlier: Click the circle with 3 dots in the top left corner and choose Customize List and then check the box for phonetic alphabet. There should be a Select Categories item where you can check this box.
