I removed Apple Cash as a source of payment because it Apple Music started taking my money from there instead of the other card, and it has been taking my balance. Also how can I take away the Apple Pay from payment and shipping?

You’ll have to have some method of payment associated with your Apple ID Account or you may not be able to download app (even free apps). If you already have a payment method associated with your account (in addition to Apple Cash, you can remove Apple Cash as a payment method.
iPhone > Settings > Apple ID (Your Name near top of screen) > Payment & Shipping > Edit button (upper right corner of screen) > remove Apple Cash as payment method.
