I have read or listened to the books and all they do is take up memory. I do not need them, nor do I need Big Brother managing my memory nor my account like this.
I would even delete the Application if I could because of this. Which brings up a question on its own, does it not?

Purchased books not downloaded require no iCloud storage, and negligible local storage; enough locally for an icon and a little text.
For “why” questions, those are best addressed by Apple. Which is not us.
