Fitness App not tracking after watchOS 10.4 update

I just updated my iPhone to iOS 17.4.1 and then watch to 10.4 yesterday. iPhone update was successful, but the watch update got stuck. I somehow got it to finish. The phone required answering some security questions after the "hello" startup, and the phone face had to be reset and all my apps took time to reload from the cloud. Everything seems to be loaded on the watch now, but the Activity app is not tracking and I don't know how to get that back. I've tried going into the Privacy settings on both phone & watch, but can't find where to turn on the tracking for the Activity app... it is not giving me this option.

I've been using my Activity app for tracking my workouts for nearly 5 years now, and need to figure this out!
