How do I get rid of or change that location in Photos?

when the library file is selected in photos, there is a caption above the photos with the dates and a location (in this case "Beverly Hills"). How do I get rid of or change that location?

The caption will change, as you scroll the library view.

The caption is really helpful and necessary for a large library with thousands of photos. It tells us the date and the location of the photos that are currently inside the window, while we are scrolling the photos in All Photos. The caption will vanish, when we make the thumbnails in the All Photos view very small by pushing the Zoom slider to the left.

You can't. You'll have to change the location of those photos that are in that grouping. You can do that by selecting each of the Photos individually and bringing up the Info pane for them. Then go to the location field, select all and delete and then type in the new location, i.e. city and state or prominent landmark like "the statue of liberty".
