I have used Apple Pay several times on my iPone 11. The receipt always goes to my work email and not to my personal address that I have designated in Settings.
I have update my personal email several times in Settings:
Settings > Wallet & Apple Pay - edit items as required under the heading "Transaction Defaults".
But, the receipts still go to my work email.

I had a similar issue. Contacted apple support and found that the old email was still in my contact card. Updated that and it fixed the issue. So you have to go to contacts and see what email is listed under your id.

If you go back to where you edited your email in settings, please delete any emails you’re not using. Also review your iCloud settings for your email address. Please review the image below.

Last possibility, is the email in your Contacts app >ME< contact card.

Who is the email receipt from? The merchant or payment method? Apple doesn’t send Apple Pay receipts.
Clear the cache of the browser you’re using to order from the merchants website. If it’s Safari on your iPhone, please review the information in the Apple support article I linked below.

You’re not in the same location I illustrated above. Please follow the path below,
iPhone > Settings > Wallet & Apple Pay > Transaction Defaults > Email > Select an Email Address > also confirm email in iCloud Settings as illustrated in image in my post above.
What device are you using to complete the transaction?
I only have 2 emails listed. A Gmail account is currently my Apple ID. An ICloud email is the only other listed. I cannot delete that.
The receipts are sent to my work email which has never been on the list.
my iCloud email is my Apple ID.

You’re right. I took the wrong path.
I followed your path they Wallet & Apple Pay. And then also link to iCloud settings.
the only 2 email addresses I see anywhere are Gmail and ICloud. I never see any mention of my work email. And the receipts are going to my work email.
The only thing on my >ME< contact card is my phone number. No email address.
I didn’t want to muddy the waters before, but here is some new info.
My phone is provided by my company. Many years ago.
The email address where the receipts are sent is an old company email address from many years ago.
Work updated our domain a couple years ago and we started using a new email address.
The old email address still forwards to the new.
But, as far as I can see, any reference in my phone settings is to the newer work email address.
Even when I look deep into Settings > General > VPN & Device Management….. I only see the newer work email.
Where on the phone might there be reference the original formatting of the phone and reference to my old work email address?
I don’t know where the merchants are picking up on my old work email.
You’ve exhausted the possibilities. I’m inclined to say the information is stored on the merchants site, or in a browser cache.
But pursuing your latest information, you use a VPN when ordering from merchants?
No. Do not use VPN.
Ordering is done on the merchant’s website or direct with my phone.
You’re stretching beyond my tech knowledge.
Where would be my next stop for tech support? Apple Store? Other suggestions.
I am leaving my job in a couple months and will no longer have access to my work email. At that point the receipt will not be available to me.
Thanks Jeff, this last suggestion worked for me for the same issue. When I looked at the ME contact card, it had a whole bunch of email addresses! Related question: will the receipt emails by default go to the first email address listed?
The receipts and other notifications come from the businesses where I made the purchases. The same for restaurants and on-line stores.
Usually using my iPhone 11 at a restaurant.
But, most recent, was an on-line order using my iPhone 11 from a merchant.
