iCloud Shortcuts Deleted

iPhone 14 (iOS17.4.1) and Watch Series 4 (watchOS10.4)

On the phone, in iCloud settings, Shortcut is allowed to use iCloud which has 3GB spare capacity.

The App is also set for iCloud Sync.

I created a Shortcut using a pre-configured shortcut - Timer.

I open the App on the phone and receive the message ‘iCloud Shortcuts Deleted’ and as a result the shortcut is not available on the Watch.

There is a ’Shortcuts’ folder on iCloud but it’s empty. I cannot see a folder for Shortcuts on the iPhone.

I have rebooted both the phone and the watch - no change.

I have turned on and off the ability to synchronise - no change.

I have uninstalled the Shortcut app, rebooted the phone and then re-installed the app - no change.

I have unpaired the phone and watch, rebooted the phone and then paired the phone again - no change.

What do I have to do to get Shortcuts on the Watch?
