Can I move my messages app to my iPad?

Presumably you have both an iPad and iPhone - and both are signed-in with the same AppleID.

iMessages is already built-in to your iPadOS, just as it is part of your iPhone’s iOS.

That said, an iPad can’t send or receive SMS “texts” w/o an associated iPhone.
