Home critical alerts froze on my lock screen

So this notification froze on my lock screen on my iphone 13 and now i cant open my phone or do anything if I press the side button and try to restart the phone i cant do it because i cant press anything when I hold it sos countdown will start.I dont know what to do

How can I resolve "Home Critical Alerts" issue on a frozen iPhone? My iPhone has been stuck on this screen that says “Home” would like to send you critical alerts for about 20 minutes. I don't know why or how but it wont let me click anything and it wont let me click allow.
