iPhone scanning everything??

Just wondering why my iPhone is now scanning ALL images? As far as the info I can find states, 'Apple are ONLY scanning images uploaded to iCloud', so why is my phone browser now being monitored and every image I look at scanned?

I have no problem with Apple's rules, (not that Apple made me aware there were NEW rules, or a NEW policy compromising my iPhone privacy) but I can't find any info disclosing that full-time scanning and monitoring of my browser activity now formed part of those rules.

Does anyone know what the 'monitoring' rules are exactly, or if I can switch 'non-iCloud image' scanning off?

Thanks

iPhone 13, iOS 17
