Hi, I've recently shifted from Windows. I use the Urdu keyboard which does not have a key for entering Kasheeda (ـ). I want to be able to use option⌥ + " on the Urdu keyboard to enter the Kasheeda symbol but I'm unable to find a way to do that. No input or action is mapped to that command atm

Here is a custom layout to test that should do what you need.
(Put the .bundle file in Library/Keyboard Layouts, then logout/login, and add it to your input sources and then select Urdu Kashida in the input menu at the top right of the screen)
