I am on an iPhone 8. My friend has an android she can call me, but I cannot call her. Neither one of us have blocked the number. when I try to call the android phone it just says it’s not available and we’re sitting right there next to each other. Any suggestions? I have done all the suggestions on different questions on here regarding that even a hard reset.

Your phone does not know or care what kind of phone is on the other end of the call.
Contact your cellular carrier and/or have her contact hers.
Does the call fail or does it go directly to voice mail. If it fails, the problem is probably with your carrier. If it goes directly to voicemail, it's probably her carrier.

As long as you are able to call other numbers, the problem would appear to be with the phone of your friend or with their cellular provider. Instead of concentrating on your phone, I would investigate further with your friends and possibly a factory reset on their phone. Whenever there is a problem with a call not going through, it is usually on the receiving end. If they can do WiFi calling, then have them connect to your WiFi to at least eliminate a problem with the cell provider and you can do the same as well.
If you are right next to her, why not just talk to her?
