Can I recover my photos from iCloud?

I am on a mid-2015 MacBook Pro. Today I was cleaning my files in preparation for a data transfer to a new MacMini. I found a photos library of 2014-2015 photos and clicked on it. At first I was thrilled. I thought they had been lost. Then I tried to open my usual photos app from the dock and the only photos in it now are the 2014 and 15 photos. All albums, and all other photos including share have disappeared. They are in iCloud. How can I get my photos app restored?

On your Mac, hold down the option key while opening the Photos app. If there are multiple Photos Libraries on your Mac (it sounds like there are), it will give you the option of which library to open. Only one library can be the "system photo library" that will sync with iCloud. See: Designate a System Photo Library in Photos - Apple Support
