I have such a problem, when I try to download some kind of program, the message appears. This Apple ID has not yet been used in the iTunes Store.

You simply need to finish setting up your account. Try going to Settings > [your name] > Media & Purchases and sign in if prompted. Then, put in your billing/shipping information and add a payment method (or you can choose 'None' if possible). From there, click Review > Accept.
