I found an iPhone 12, when I turned on the phone it showed the iPhone locked owner, the phone was lost and erased then it asked for a username and password. I want to give it to its owner, how can I find the owner while I only have the serial number and IMEI number?

Apple doesn't get involved in lost or stolen devices. Unless the person who lost the phone put a message on the screen with how to contact them, there is no way for you to find them.
All you can really do is either turn it in to the lost and found where you found the phone or turn it over to the local authorities in the area you found it and hope the person who found it reported it.

I suggest you to hand over the iPhone to the police authority near you, they may be able to trace the original owner.

Turning it into the police is a fine idea. If someone reports it lost or stolen, the police may be able to reunite them with their property. However, the police will not attempt to trace the owner. And, in most cases, they can't.
