Perhaps the battery is empty. Perhaps it simply doesn't have any capacity in it, after having been sitting in storage for a while).
Take the matter up with the place from which you bought it (or had it refurbished if you already owned it).
In this errors may be hard disk and battery dead.It seems hardware fault.

What do you mean by "new iPod"? Apple stopped making iPods almost two years ago, so although it might be new to you, it is unlikely to be a newly manufactured iPod. It might be old stock, but I doubt that you bought it from Apple.
I know, it's a refurbished one128gb, classic. (MY 3RD) ipod is not recognized by my old and my new laptop.
