How to create this effect in FCPX

Is anyone familiar with how I can create this effect in FCPX. Sort of a pixelated glitch effect without a retro feel. Thanks

However, this week I’ve been trying to use the feature and no matter what I try the controls for the effect have not appeared. It has even been removed from my old projects. Images using stylized transitions. I am trying to build a slide show using a bunch of random photos that are a mix of various sizes and aspect ratios. When adding the stylized transitions I end up with full screen images with black edges next to the portrait versions. How can I make those transparent?

There are several vendors who have glitch and noise plugins. MotionVFX has some, I have some from Ryan Nagle that are really nice. I'm sure X-Effects has some, too.
