I bought a MacBook and I can’t download apps or update the MacBook because the previous owners I’d I’d still on the App Store ,what can I do to update and download apps
The previous owner should have wiped the Mac. You may be able to wipe the Mac and set it up again with your own account by following the steps in the support document linked below.

If their Apple ID is still signed in for iCloud and Find My is turned on, then you will need to contact the previous owner to get it removed. There is no way around this at all. If its logged in to his account, and you cannot get it removed from iCloud return it for a refund, nothing else to do there.
