Configured Profile vs DNS Specified Under Wi-fi Network

Hi. I have a question that I have been unable to answer despite quite a bit of research. I have an iphone running ios 17.4.1. I have set up a configuration profile under the "VPN and Device Management" section to make sure my DNS requests use DoH and are sent to Quad 9 (DNS provider). However, if I go to my home Wi-fi network settings, I have specified the IP address of my personal DNS resolver. My question is, "When does my phone use the configured profile DNS and when does it use the wi-fi specified DNS?" Does my phone use the configured DNS when using cellular only or all of the time? Or does it switch over to the wi-fi specified DNS when on wi-fi and ignore the configured profile?
