I can't connect my AirTag with my iPhone

I don't see my AirTag in my find my so try to connect the air tag with my iPhone but docent work .

Im not sure is the problem is my iPhone or my AirTag because I try to connected with another iPhone (it work but say "this AirTag is connected to another Apple ID") so I think its my iPhone .

Also I can't turn on my recovery key so I can't access at this step .

How to reset your AirTag

Press down on the polished stainless steel battery cover of your AirTag and rotate anticlockwise until the cover stops rotating.
Remove the cover and the battery. ...
Replace the battery.
Press down on the battery until you hear a sound.

You can use the Find My app to remove an AirTag or third-party item from your Apple ID so someone else can register it. Learn how to register an AirTag or third-party item. Note: Finding items isn't available in all countries or regions. Tap Items at the bottom of the screen, then tap the item you want to remove.
