New 15 Pro Max won’t receive imessages or texts unless I’ve sent one first. Nobody can reach out to me unless I have already messaged them.

imessage is set to send and receive from my cell number and apple ID. I have to text people first or their messages will not deliver to me. nobody can contact me on my new phone if i haven’t already texted them first. phone has been updated, imessage has been turned off and on, nothing is resolving the issue. Help!
