No, sorry. You cannot unlock it. You don't know the user credentials and Apple will NOT help you at all. Recycle the phone responsibly or use it as a hot pad. You can't ever use it as a phone.
Without the information from the owner, that phone is useless to you. All you can do is recycle it at an Apple Store.
You could also consider turning the phone in to the lost & found department of a police station. The chance of it making its way back to its owner may be slim, but that phone will never work for you.
