How do I change the password for an Apple ID?

My phone has been hacked for four years. Apple told me the hacker sounding like the best criminal in the world. I was also told I would have to get the FBI involved and that's exactly what I did. However that's a work in progress. In the meantime I am trying to sign into an Apple ID which I don't know the password for. And the hacker is set up some complicated system that is telling me that my session has timed out.

He does a lot with open source licenses and shortcuts. Any ideas? Furthermore, at first I tried to type information in here and it said I needed to add text. I had added text so this guy is the number one weasel in the world.
