You cannot merge Apple IDs. They are separate and independent always. Apple IDs that use an iCloud email address as their user name can never be changed to another email address, much less one already used as a different Apple ID.
You can sign out of whichever Apple ID you don't want to use anymore on any devices that are logged in to it and sign in with the one you do want to use.
Also note, every Apple ID, including ones that use a 3rd party email address as their login, will have an associated iCloud address to them. Make sure the iCloud account you see is actually an independent Apple ID, and not just the email address associated with your Gmail Apple ID.
Do note, all data, purchases and apps form one Apple ID will remain tied to it forever. So make sure you have no apps, movies, music that were bought with the old Apple ID, and manually transfer any files and photos you want to keep to the other Apple ID.
Once you are sure you don't need the other Apple ID anymore, you can request Apple delete it entirely from existence by following the steps in the support document linked below. This action is irreversible can leave your devices unusable if you don't properly sign out of the iCloud account on said devices before requesting deletion of the account.
