I have been backing up my photos on iCloud since 2010, when I went to search for photos before 2016 there aren’t any. The storage stopped at 2016, why?

Sorry there is a difference between backing up and syncing to the cloud, based on your post, you're syncing photos to the cloud as outlined here Set up and use iCloud Photos - Apple Support .
In doing so it is not part of the back up as outlined here What does iCloud back up? - Apple Support
