Photo app is not listed in apps using icloud

I have recently purchased a new iPhone 15 iOS version 17.4.1. I want to have my photos from iCloud on my new phone. When I open iCloud setting in my new phone, Photos is not listed under Apps using iCloud. I expanded to show all and it is not present in there either.

Any recommendations on how to add phots to the list
